강원특별자치도, 강원대학교와 거점국립대 특성화연구대학 협약 체결

강원특별자치도(도지사 김진태)는 12월 8일(월) 강원대학교 대학본부에서 강원대학교와 ‘거점국립대 특성화 연구대학 육성을 위한 업무협약’을 체결했다고 밝혔다.

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced that it signed a Memorandum of Understanding (MOU) with Kangwon National University (KNU) on December 8 at the KNU Main Administration Building to foster a specialized research university among regional flagship national universities.

이번 협약은 교육부의 ‘5극 3특 성장엔진’ 기조에 발맞추어 지산학연 협력 기반의 연구대학을 육성하기 위한 선제적 대응으로, 지자체와 거점국립대 간 협약 체결은 전국 최초다.

The agreement represents a proactive response to the Ministry of Education’s “5-Pole, 3-Specialized Growth Engines” strategy, aiming to establish a research university grounded in local–industry–academic collaboration. It is the first agreement of its kind between a local government and a flagship national university in Korea.

협약식에는 김진태 지사와 정재연 총장을 비롯해 도와 대학 관계자들이 참석해 강력한 협력 의지를 확인했다.

Governor Kim Jin-tae, KNU President Jung Jae-yeon, and key officials from both institutions attended the ceremony, reaffirming their commitment to strong partnership.

협약 주요 내용은 ▲지역 전략산업 연계 특성화 분야 발굴 및 육성 ▲대학 인프라 공유·공동연구 확대를 통한 도내 대학 경쟁력 제고 ▲우수 인재의 지역 정주 지원 등으로, 강원의 성장엔진 사업과 직결되는 내용을 포함한다.

The key components of the agreement include: identifying and fostering specialized fields linked to regional strategic industries; enhancing competitiveness of regional universities through shared infrastructure and expanded joint research; and supporting talent retention in the region. These initiatives directly align with Gangwon’s growth engine projects.

양 기관은 향후 실무협의체를 구성하고 특성화 분야 세부 계획을 수립해 본격적인 준비에 착수할 예정이다.

Both institutions will form a working-level consultative body to establish detailed implementation plans and begin full-scale preparations.

강원도는 반도체, 바이오헬스, 미래차 등 미래산업과 연계해 강원대학교를 지역 연구개발의 중심이자 기술 공급 거점으로 육성할 계획이다.

The Province plans to develop KNU as a central research and technology hub for future industries such as semiconductors, biohealth, and future mobility.

#정재연 총장은 “이번 협약은 강원대학교가 지역 전략산업의 혁신 성장을 이끄는 연구중심 대학으로 도약하는 전환점”이라며, “도와 긴밀히 협력해 연구 역량을 강화하고 미래 산업 인재 양성에 총력을 다하겠다”고 밝혔다.

President Jung Jae-yeon stated, “This agreement marks a turning point for KNU to emerge as a research-centered university driving innovation in regional strategic industries. We will strengthen research capacity and dedicate our full efforts to cultivating top-tier talent through close collaboration with the Province.”

#김진태 지사는 “강원대학교는 이미 도의 7대 미래산업과 밀접하게 연계되어 있으며, 전국 거점국립대 중에서도 앞서가고 있다”며 “이번 협약을 계기로 양 기관이 더욱 긴밀히 협력해 추진동력을 확보하길 바란다”고 말했다.

Governor Kim Jin-tae remarked, “Kangwon National University is already deeply aligned with the Province's seven future strategic industries and is leading among national universities. I expect this agreement to strengthen our joint momentum and reinforce a unified partnership moving forward.”

한편, 강원도와 강원대학교는 글로컬대학, RISE 사업, 반도체·바이오 등 미래 산업 분야를 포함해 총 4,000억 원이 넘는 사업을 함께 추진하고 있다.

Currently, the Province and KNU are jointly advancing projects exceeding 400 billion KRW across glocal university programs, the RISE initiative, and major future industry sectors such as semiconductors and biohealth.
