강원특별자치도, 지역필수의사제 24명 전원 계약 완료

강원특별자치도(도지사 김진태)는 지역 필수과목 전문의 구인난을 해소하기 위해 추진 중인 보건복지부 「지역필수의사제 시범사업」에 선정된 이후, 도 강원의료인력지원센터(강원지역필수의사제지원센터)와 도내 4개 대학병원의 협력으로 전문의 23명과 계약을 완료했으며, 협의 중인 1명도 11월 중 계약을 마무리할 예정이라고 밝혔다.

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced that it has completed contracts with 23 specialists through the Ministry of Health and Welfare’s “Regional Essential Doctor Pilot Project.” The final remaining candidate is expected to complete the contract within November, marking the full recruitment of all 24 essential specialists initially planned.

지역필수의사제 개요 및 지원 내용

Overview and Support System of the Regional Essential Doctor Program

지역필수의사제는 필수과목 전문의 인력 부족을 해소하기 위해 저연차 전문의의 지역 장기 근무를 유도하는 사업으로, 선정된 전문의는 평가를 통해 최대 5년간 지역근무지원금을 받을 수 있다.

The Regional Essential Doctor Program aims to address shortages of essential medical specialists by encouraging early-career doctors to work long-term in regional areas. Selected specialists may receive regional service support funds for up to five years based on periodic evaluations.

특히 5년 차 미만의 필수과목 전문의에게 매월 400만 원의 지역근무지원금을 지급하며, 지자체는 추가로 정주여건 향상을 위한 지원을 제공한다.

In particular, specialists with less than five years of experience receive a monthly regional service subsidy of 4 million KRW, while local governments provide additional support to improve living conditions.

도는 병원 소재 기초지자체(춘천·원주·강릉)와 협력해 월 100만~200만 원의 지역정착수당을 지급하고 있으며, ㈜강원랜드의 사회공헌사업과 연계해 심신 치유 힐링 프로그램 및 레저·관광 인프라를 제공하고 있다.

The province, in cooperation with the municipalities of Chuncheon, Wonju, and Gangneung, provides a monthly settlement allowance of 1 to 2 million KRW. Additionally, through a partnership with Kangwon Land’s social contribution programs, participants are offered wellness programs and access to leisure and tourism infrastructure.

#여중협 행정부지사는 “도에 배정된 24명 전원의 계약이 사실상 완료 단계에 접어들면서 강원도의 필수의료체계 구축 기반을 마련했다”며 “보건복지부와의 협력을 통해 추가 인력 확보 가능 여부에 대한 논의를 지속해 나가겠다”고 말했다.

Vice Governor Yeo Joong-hyup stated, “With contracts for all 24 allocated specialists virtually completed, we have laid the foundation for stabilizing essential medical services in Gangwon. We will continue working closely with the Ministry of Health and Welfare to explore possibilities for securing additional personnel.”

한편, 강원특별자치도는 지역필수의사제 외에도 도내 의료원 및 보건의료기관을 대상으로 시니어의사 지원사업, 4개 대학병원의 필수과목 전공의 양성수당 지원, 권역별 소아응급 지원, 의료취약지 지원 등 다양한 의료 인력 수급 정책을 추진 중이다.

In addition to the Regional Essential Doctor Program, the province is implementing multiple workforce policies, including senior physician support, subsidies for training residents in essential departments at four university hospitals, regional pediatric emergency support, and healthcare services for underserved areas.

또한 2026년에는 더 많은 예산을 투입해 의료 공백 해소에 더욱 힘쓸 계획이다.
