강원 청년, 삶의 만족도·행복감 전국 1위 국무조정실 ‘2024 청년의 삶 실태조사’ 결과

강원특별자치도(도지사 김진태)는 국무조정실이 발표한 「2024 청년의 삶 실태조사」에서 강원 청년의 ‘삶의 만족도(7.0점)’와 ‘행복감(7.1점)’이 모두 전국 1위를 기록했다고 22일 밝혔다. 전국 평균은 각각 6.71점과 6.8점으로, 강원이 이를 상회했다.

이는 2022년 조사 당시 삶의 만족도 6.81점(6위), 행복감 7.02점(3위)에서 크게 상승한 결과다. 또한 공공임대주택 거주의향, 결혼·출산 의향, 노동분야 재직기간 3년 이상 비율과 정규직 비율 등도 전국 최상위권을 차지했다.

도는 이러한 성과를 일자리·주거·육아를 아우르는 통합정책의 효과로 분석했다. 청년 자산형성 지원을 위한 ‘청년 디딤돌 2배 적금’, 구직활동을 돕는 ‘청년 취업쿠폰’, 청년 창업자금 무이자 대출 등 맞춤형 정책을 추진한 결과다. 주거 분야에서는 강원형 공공임대주택 공급, 신혼부부 주거자금 대출이자 지원을 확대했으며, 육아기본수당 지급과 보육시설 확충으로 아동 돌봄 환경을 개선했다.

특히 청년연령을 만 45세까지 확대(2023년 12월)하고 강원청년센터를 개소해 정책 접근성을 높였다. 그 결과 최근 3년간(2022~2024년) 청년 고용률은 40.0%에서 48.1%로 상승했고, 청년실업률은 7.5%에서 3.6%로 크게 감소했다.

다만 연평균 개인소득(2,496만 원, 전국 2,625만 원)과 현 거주지 정착 의향(68.7%, 전국 75.7%)은 전국 평균에 다소 못 미쳤다.

이에 따라 도는 「청년정책 기본계획(2026~2030)」을 통해 청년 지원을 강화하고, 청년정책협의체 운영으로 현장의 목소리를 반영할 계획이다. 또한 반도체·바이오 등 7대 미래산업을 육성해 소득 향상과 지역 정착을 더욱 유도한다는 방침이다.

#김광래 강원특별자치도 경제부지사는 “이번 조사 결과는 통합 청년 정책의 성과를 확인한 것”이라며, “앞으로는 양질의 일자리 제공과 정주 여건 개선으로 청년이 떠나지 않고 돌아와 행복하게 정착할 수 있는 강원을 만들겠다”고 말했다.

Results of the 2024 Youth Life Survey by the Office for Government Policy Coordination

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on September 22 that local youth ranked first nationwide in both “life satisfaction” (7.0 points) and “happiness” (7.1 points) in the 2024 Youth Life Survey released by the Office for Government Policy Coordination. The national averages were 6.71 and 6.8 respectively.

Compared to the 2022 survey—when Gangwon ranked sixth in life satisfaction (6.81) and third in happiness (7.02)—both indicators showed significant improvement. The province also led in youth willingness to live in public rental housing, future marriage and childbirth intentions, the share of employees working over three years, and the proportion of regular workers.

The province attributed these achievements to integrated policies across jobs, housing, and childcare. Initiatives included the “Youth Steppingstone Double Savings Program” for asset building, “Youth Job-Seeking Coupons,” and interest-free loans for startup funding. In housing, Gangwon expanded youth-focused public rental housing and subsidized loan interest for newlyweds, while in childcare, it introduced one of the nation’s highest child allowances and increased support for daycare facilities.

The province also extended the youth age range to 45 (as of December 2023) and launched the Gangwon Youth Center to improve policy outreach. As a result, youth employment rose from 40.0% in 2022 to 48.1% in 2024, while the youth unemployment rate dropped from 7.5% to 3.6%.

However, average annual individual income (24.96 million KRW, vs. the national average of 26.25 million KRW) and willingness to remain in the current residence (68.7%, vs. 75.7% nationally) lagged behind.

To address this, Gangwon plans to strengthen youth support through the Basic Youth Policy Plan (2026–2030), operate a Youth Policy Council to reflect young people’s voices, and foster seven strategic industries—including semiconductors and biohealth—to boost income and encourage settlement.

Kwang-rae Kim, Vice Governor for Economy of Gangwon, stated, “The survey results demonstrate the effectiveness of our integrated youth policies. We will continue to enhance job quality and living conditions so that young people not only stay but also return and find happiness in Gangwon.”
