대통령 직속 국가AI전략위원회 출범…국가 컨트롤타워 본격 가동

Presidential National AI Strategy Committee Launched… National Control Tower Set in Motion

정부가 인공지능(AI) 3대 강국 도약을 목표로 국가 차원의 AI 컨트롤타워를 공식 출범시켰다.

The government has officially launched a national-level AI control tower with the goal of becoming one of the world’s top three AI powers.

과학기술정보통신부는 2일 국무회의에서 ‘국가인공지능전략위원회의 설치 및 운영에 관한 규정’이 의결됨에 따라 대통령 직속 국가인공지능전략위원회 구성을 본격화한다고 밝혔다.

The Ministry of Science and ICT announced on the 2nd that the Cabinet has approved the “Regulations on the Establishment and Operation of the National Artificial Intelligence Strategy Committee,” paving the way for the committee’s formal launch under the direct authority of the president.

현재 글로벌 AI 패권 경쟁은 개별 기업을 넘어 국가 간 대결 구도로 격화되고 있다. 이에 따라 주요국들은 대규모 투자를 통해 AI를 전략 자산으로 육성하고 있다.

The global competition for AI supremacy has intensified beyond corporate rivalries into a contest between nations. In response, major countries are investing heavily to foster AI as a strategic national asset.

이재명 대통령은 대선 당시 “국가 AI 거버넌스를 대통령이 직접 주도하겠다”고 공약한 바 있으며, 이번 대통령령 제정은 그 후속 조치로 평가된다.

President Lee Jae-myung pledged during his presidential campaign to directly lead national AI governance. The new presidential decree is seen as a follow-up measure to that pledge.

이번 조치로 위원회는 단순 자문기구를 넘어, 국가 AI 전략을 총괄·조율하는 실질적 컨트롤타워로 격상됐다. 명칭 또한 ‘국가인공지능위원회’에서 ‘국가인공지능전략위원회’로 변경된다.

With this measure, the committee is elevated from a mere advisory body to a practical control tower overseeing national AI strategy. Its name has also been changed from the “National AI Committee” to the “National AI Strategy Committee.”

위원회는 ▲국가 AI 비전 및 중장기 전략 수립 ▲부처 간 정책·사업 조정 ▲이행 점검 및 성과 관리 등을 심의·의결하게 된다.

The committee will deliberate and decide on matters such as ▲establishing a national AI vision and mid-to-long-term strategies ▲coordinating policies and projects across ministries ▲monitoring implementation and managing outcomes.

위원 수는 기존 45명에서 50명으로 늘리고, 부위원장은 1명에서 3명으로 확대했다. 이 가운데 민간 부위원장 1명은 상근직으로 전환해 운영의 내실화를 꾀한다.

The number of committee members has been expanded from 45 to 50, with the number of vice chairs increased from one to three. One civilian vice chair will serve full-time to ensure more effective operations.

위원회 간사는 대통령실 AI미래기획수석비서관이 맡으며, 정부위원은 기재부·교육부·과기정통부·외교부·국방부·행안부·문체부·산업부·복지부·환경부·고용부·중기부·개인정보위 등 13개 부처 장관과 위원장이 참여한다.

The committee’s secretary will be the Presidential Senior Secretary for AI Future Planning. Thirteen ministries and agencies—including the Ministry of Economy and Finance, Ministry of Education, Ministry of Science and ICT, Ministry of Foreign Affairs, Ministry of National Defense, and the Personal Information Protection Commission—will participate as government members.

또한 위원회 산하에는 중앙행정기관 차관 및 광역자치단체 부시장·부지사급 공무원으로 구성되는 ‘인공지능책임관협의회’가 설치될 수 있다.

Under the committee, an “AI Responsibility Council” may also be established, consisting of vice ministers from central government agencies and vice mayors or deputy governors from regional governments.

배경훈 과기정통부 장관은 “이번 대통령령 제정으로 국가 AI 전략의 컨트롤타워가 마련됐다”며 “우리나라가 AI 3대 강국으로 도약할 수 있도록 과기정통부가 최전선에서 총력을 다하겠다”고 강조했다.

Minister Bae Kyung-hoon of Science and ICT stated, “With this presidential decree, we now have a control tower for the national AI strategy. The ministry will spare no effort at the forefront to ensure that Korea rises to become one of the world’s top three AI powers.”
