2025년 8월 1일, 전국 시도지사 간담회에서 김진태 강원특별자치도지사는 이재명 대통령에게 군 장병들이 실제 생활하는 군부대 인근 지역에서도 민생 소비쿠폰을 사용할 수 있도록 해달라는 건의사항을 전달했습니다.

이에 대해 대통령은 깊은 공감을 표하며, 행정안전부 장관에게 제도 개선을 즉각 지시했습니다.

On August 1, 2025, during a nationwide governors’ meeting, Governor Kim Jin-tae of Gangwon Special Self-Governing Province proposed to President Lee Jae-myung that military personnel should be allowed to use public consumer coupons near their bases, not just in their registered hometowns.

The President resonated with the idea and promptly instructed the Minister of the Interior to explore a system improvement.

이에 따라 행정안전부는 8월 5일(화)부터 해당 방안을 공식 검토 중입니다.

다만, 소비쿠폰 예산이 장병들의 주민등록상 주소지 지자체에 포함되어 있어, 관할 지자체의 양해가 필요한 상황입니다.

As a result, the Ministry of the Interior and Safety began reviewing the plan as of August 5.

However, since coupon funding is currently tied to the soldier’s registered residential local government, consent from those local governments will be needed.

이에 대해 김진태 지사는

“군 장병들이 머무는 지역에서 쿠폰을 쓸 수 있게 되길 진심으로 환영합니다.

대통령님의 신속한 지시, 행안부의 빠른 검토에 깊이 감사드립니다.

전국 시도에서도 군 장병들의 편익과 제도의 본래 취지를 생각해, 따뜻한 협조를 부탁드립니다.”

In response, Governor Kim Jin-tae said:

“I sincerely welcome the review of allowing military personnel to use their coupons where they are stationed.

I deeply thank the President for his swift action and the Ministry for its prompt response.
