강원특별자치도(도지사#김진태)는 7월 1일(화), 이탈리아 남티롤에서 자치분권과 환경규제에 관한 논의를 위한 「강원-남티롤 자치분권 포럼」을 개최하였다.

On Tuesday, July 1, Gangwon Special Self-Governing Province (Governor Kim Jin-tae) held the “Gangwon-South Tyrol Autonomy Forum” in South Tyrol, Italy, to discuss regional autonomy and environmental regulation.

이번 행사는 강원연구원과 세계적으로 자치분권 연구를 선도하는 남티롤의 유락연구소(Eurac Research)가 공동으로 마련하였으며, 강원자치도, 도의회, 평창군, 고성군과 남티롤 정부, 환경단체 관계자 등 50여 명이 참석하여 양 지역의 자치분권 현황과 향후 발전 방향, 구체적인 자치분권 확대 사례와 경험을 공유하며 지속적인 협력을 다지는 계기를 마련하였다.

The event was co-organized by the Gangwon Research Institute and Eurac Research, a globally renowned center for autonomy studies. Over 50 participants—including officials from Gangwon Province, Gangwon Provincial Council, PyeongChang County, Goseong County, and representatives from the South Tyrol government and environmental organizations—came together to exchange experiences and discuss the current status, future direction, and concrete cases of regional autonomy.

포럼 구성 및 발표

Forum Structure and Presentations

이번 포럼은 「자치분권 현황과 과제」와 「환경과 지역개발」 두 분야로 나뉘어 진행되었다.

The forum was divided into two sessions: “Current Status and Challenges of Autonomy” and “Environment and Regional Development.”

1부에서는 유락연구소가 남티롤의 자치분권 현황과 중앙정부와의 권한 협상 과정을 설명하고, 강원연구원은 강원특별법과 추진성과, 지정학적 특성을 소개하였다.

In the first session, Eurac Research presented South Tyrol’s autonomy system and the negotiation processes with the central government. The Gangwon Research Institute followed with a presentation on the Gangwon Special Act, regional achievements, and the province’s geopolitical characteristics.

2부에서는 강원자치도의 케이블카 사업 현황과 환경보전과 개발 갈등 사례를 공유하고, 남티롤유산협회(Südtiroler Heimatpflegeverband)는 산악 케이블카 개발로 얻은 이익과 해결해야 할 과제에 대해 발표했다.

In the second session, Gangwon officials presented on the status of cable car construction and conflicts between development and environmental preservation. The Südtiroler Heimatpflegeverband shared insights into the benefits and challenges of mountain cable car projects in South Tyrol.

In-Depth Discussion and Exchange

김진태 도지사는 설악산 제2케이블카 사업이 환경영향평가 등으로 인해 40년이 걸렸음을 언급하며 지속가능한 조화 방안을 질문하였다. 이에 대해 남티롤유산협회 아그네스 안데르가센 이사는 케이블카가 가장 친환경적인 대안임을 강조하며, 초기 계획 단계부터 환경 영향을 고려할 것을 조언하였다.

Governor Kim Jin-tae cited the 40-year delay of the Seoraksan 2nd Cable Car project due to environmental assessments and asked for sustainable solutions. Agnes Andergassen from the South Tyrol Heritage Association explained that cable cars were chosen as the least environmentally damaging option and advised Gangwon to factor in environmental impacts from the earliest planning stages.

김시성 도의회 의장은 등산로의 환경오염을 지적하며 케이블카와 도보 접근 간 균형이 필요하다고 강조했다.

Chairman Kim Si-seong of the Gangwon Provincial Council highlighted the environmental damage to hiking trails and stressed the need for a balance between walking access and cable cars.

심재국 평창군수는 교육자치 권한에 대해, 함명준 고성군수는 케이블카 상류 정류장의 안전성과 계절별 관광 수요 대응 방안에 대해 남티롤에 질문을 던졌다.

Mayor Shim Jae-guk of PyeongChang inquired about South Tyrol’s authority over school establishment and closure. Mayor Ham Myeong-jun of Goseong asked about safety issues at mountain-top cable car stations and how to manage seasonal tourist fluctuations.

지속적 교류와 협력 제안

Proposals for Continued Exchange and Cooperation

김진태 도지사는 “이번 포럼이 독일-이탈리아 순방의 마지막이자 가장 중요한 행사였다”며 강원연구원과 유락연구소에 감사의 뜻을 전하고, 남티롤 정부, 기관, 민간단체와의 협의 결과를 유용하게 활용하겠다고 밝혔다.

Governor Kim stated, “This forum was the most important and final event of our Germany-Italy tour,” expressing gratitude to the Gangwon Research Institute and Eurac Research and committing to applying the ideas generated through the forum.

또한 아르노 콤파처 남티롤 도지사의 내년 강원 방문을 공식 요청하며 지속적인 대화와 협력을 이어가자고 제안했다.

He also officially invited South Tyrol Governor Arno Kompatscher to visit Gangwon next year and proposed ongoing dialogue and cooperation between the two regions.
